The Cultural Center “Urgoo” building was constructed by the Russian Federation in 1988 and was gifted to Mongolia. In accordance with the 29th resolution of the State Great Khural (Parliament) in 1999 and the decree A/209 of the Mayor of Ulaanbaatar, the building was transferred from state ownership to municipal ownership.

The building covers a total of 13,469 m² of usable space (reduced from the original 15,000 m² due to areas used by Sods Mongol Group, Ulaanbaatar Press, and the Democratic Party headquarters). Of this, 7,736.6 m² (or 81%) is rented to scientific and cultural institutions, and 1,822.4 m² (or 19%) is rented by other organizations.

Section “A” contains a large concert hall with 1,313 seats, the State Philharmonic, Bayan Mongol Ensemble, Morin Khuur Ensemble, the Theater Museum, the administration of Urgoo, and the Cultural-Science Ensemble. Section “B” houses the Children’s Book House, Seoul Cultural Center, Art Gallery, and the Center for Cultural Heritage. Section “C” is home to the leadership of the Academy of Sciences, the Union of Cultural Workers, the International Center for the Study of Nomadic Culture, the International Association for Mongolian Studies, the State Language Council, the City Culture and Arts Department, the Economic Development Department of Ulaanbaatar, and the Culture and Arts Development Fund—key scientific and cultural organizations funded by the state budget.

 

The Cultural Center “Urgoo” aligns with the goals set by the State Great Khural’s 2012 policy on culture, the Government’s approved programs, and the Mayor’s Action Plan, which include expanding the types of cultural services offered to the population, increasing accessibility, and enhancing international cultural relations and cooperation. It is managed by a leasing system where businesses, organizations, and individuals rent out the building’s facilities and services in accordance with relevant laws and regulations.
