~Ulaanbaatar City Department Of Culture and Arts

 

On April 23, 1937, during the 12th meeting of the Council of Ministers of the People’s Republic of Mongolia (PRM), the regulations of the Ulaanbaatar City Administration were revised and approved. In Chapter 4 of these regulations, the organization and structure of the department were defined, establishing the Department of People’s Culture and Education and approving a position for a representative of the arts. This marked the initial foundation of the current institution.

On February 28, 1958, the Council of Ministers issued Resolution No. 36, officially establishing the Cultural Department. Later, on November 24, 1961, the department was dissolved by Resolution No. 601. However, on June 6, 1962, Resolution No. 301 reinstated the Cultural Department under the city administration.

Initially, the Cultural Department operated with two cultural specialists. By 1989, the number of staff had increased to five. In 1996, based on Resolution No. 263 of the Government of Mongolia, the Mayor of Ulaanbaatar issued Order No. B/18 in January 1997, restructuring the department as the Cultural Office under the Governor of the Capital City. The newly organized office was tasked with expanding cultural services for the city’s population, enhancing artistic education, promoting the development of culture and arts, and preserving and transmitting traditional national heritage.

In accordance with Ministerial Order No. A/04 issued by the Minister of Culture in 2022, the organizational structure and regulations of the Cultural and Arts Departments of provinces and the capital city were approved. The department currently operates with three divisions and 14 staff positions, including a newly appointed state inspector for cultural oversight.
